Program Manager, External Supply Operations
Job location: Remote Ontario with requirement to travel to across network of facilities and vendor partners 50% of time on an as needed basis
Hours: 40 hours per week with flexible to work across multiple time zones

Salary : $108,000 - $134,000 to start

Job Summary
Reporting to the Senior Director, External Supply Operations, the Program Manager, External Supply Operations is responsible for leading the execution of strategic programs across a global network of external suppliers, contract manufacturers, and third‑party partners. This role ensures that complex external supply initiatives are delivered with strong operational discipline, regulatory alignment, and cross‑functional coordination in a highly regulated environment.
The role serves as the primary driver of execution between internal teams and external partners translating business priorities into actionable program plans, managing risk, and delivering measurable outcomes.
As the Program Manager, External Supply Operations, you will provide:
Program Execution & Governance
· Lead execution of external supply programs including supplier onboarding, product launches, process transfers, remediation initiatives, and network expansion projects.
· Develop and maintain comprehensive program plans with milestones, owners, timelines, dependencies, and risk mitigation actions.
· Establish governance structures to track progress, manage risks, and drive accountability.
· Facilitate recurring cross‑functional forums to ensure alignment and timely decision‑making.
· Identify execution risks early and escalate appropriately.
External Partner Coordination
· Act as the operational program lead for assigned external manufacturing and supply partners.
· Coordinate execution activities across Quality, Procurement, Regulatory, Commercial, Planning, and Operations.
· Drive follow‑up on commitments, action items, and unresolved issues.
· Support supplier business reviews focused on accountability and continuous improvement.
Compliance Execution Support
· Ensure partners execute in accordance with GMP, GACP, GDP, and internal quality standards.
· Coordinate deviations, CAPAs, change controls, and audit responses with Quality teams.
· Support readiness for regulatory inspections involving external partners.
Operational Performance Monitoring & Reporting
· Track execution performance against defined program metrics.
· Develop dashboards and reporting tools for leadership visibility.
· Communicate status, risks, and recommendations to senior stakeholders.
Continuous Improvement
· Standardize tools and workflows across external supply initiatives.
· Lead lessons‑learned reviews and embed improvements.
You will be set up for success if you have:
· Bachelor’s degree in Business, Supply Chain, Life Sciences, Engineering, or related discipline.
· 7+ years of experience in program or project management in regulated manufacturing environments.
· Strong working knowledge of GxP environments and supplier governance.
Bonus points if you have:
· Experience in pharmaceutical, cannabis, or consumer health industries
· PMP or equivalent certification
· Continuous improvement or Lean certification
· Strong capability in stakeholder management including executive reporting and risk communication
· Exceptional strategic thinking and problem-solving skills with ability to manage complex interdependencies across multiple workstreams
· Clear written and verbal communication tailored to executive leadership, governance forums, and program reviews
· Demonstrated ability to lead in matrixed environments, influencing without authority across Quality, Procurement, Regulatory, Commercial, Planning, and Operations.
